Abstract: This paper analyzes an age-specific minimum wage change in the United Kingdom – the National Living Wage introduction. The new minimum wage applied only to workers aged 25 and over, and was substantially higher than that for workers under 25. Using matched employer-employee data on the care home sector, we document positive wage spillovers on younger workers, whose wages rose in tandem with those of older workers, but with no detrimental effects on youth employment. We show that wage spillovers arise within rather than between firms. Based on empirical tests, pay-equity concerns offer the most plausible explanation for the wage spillovers.
